Sends the news e-mails as set up in the Current Awareness component, instance required for each frequency and schedule required.  So if using Morning newsletters, there must be a Morning action setup here for it to send.  In the example of Morning the schedule used with this Frequency then needs to match to have a start time in the Morning.
